Have you stopped to consider that the Water Company site is one that could easily be developed by a private (read tax-paying) interest? Build a stadium on that and there are no tax revenues on that land for decades to come. Build on the LG&E site and you leave the Third Street property available for private development and you can spur redevelopment on Main Street or elsewhere with the relocation of Humana. That's in addition to removing the substation monstrosity.
