An elderly church friend of mine who lived in public housing used to have an unusual way of dispersing people hanging out around her doorstep. She'd get out her boom box, put it in the window, and she would play gospel music. (Yes, she was a little bit weird.) This might work on revelers if they try to take the cruising elsewhere.

Another suggestion... turn on your water sprinkler so that it does not just water your yard, but also the street.....
