I think that is stupid to fine the homeowners for a false alarm. Why not fine the company who installs them? People will get tired of having to pay for securing their homes by paying their monthly alarm bill and the police . They'll uninstall their systems. Then what? People get a break in and get killed because they had their system uninstalled so the police have no idea and the person couldn't get to the phone before the perp got to them?
If anything they should charge a fine to people who phone the police and then back out when they get there.

How about fining the phone company when someone phones in a bomb threat? The person couldn't make the bomb threat if it wasn't for the phone.
Most false alarms are caused by user errors. I think the allowance of the two false break-in alarms is sufficient for anyone who acts to fix the problem after they've been warned. Those who needlessly tie up our police with responses to false alarms should pay for the costs they foist upon the rest of us.
As for anyone who disconnects their alarm because they get charged, I say boo-hoo! I am fairly secure financially but I don't find alarm services affordable. I've attempted to secure my home with good lighting, good locks, and knowing my neighbors. I sincerely doubt that anyone's going to get killed because of disconnect alarms.
