I don't know anything about this but I think this is probably the wrong forum if you want to promote it or change things as far as getting the whole state broadband. I think it's a great idea if it works. You sound fairly passionate about it. Have you tried to contact the Connect Kentucky people? They may be able to answer your questions about when and where you can get it.
