I am getting ready to till up a patch of ground for a vegetable garden. It is part of my front yard and is currently sown in grass, but I want to go ahead and begin preparing it for the start of next growing season. What is the best way and what do I need to do to best prepare it so that it will be fertile and rich in nutrients by next spring?

One of the ways of improving both the nutrients and the drainage of the soild would be to incorporate (till in) some organic compost. Nugent Sand sells organic compost locally at their location at 1833 River Road.
Brightside/Waste Management of KY has a compost sale once or twice a year. The Louisville Zoo has a compost sale once or twice a year also. Brightside eNews newsletter would probably be the easiest way to keep abreast of these sales.
