I'm putting my potted Mandevilla in a unheated celler for the winter. Do I need to water it while it's dormant?

Yes, check it every week or so to make sure that there is just enough moisture to keep the roots from totally drying out. Depending on the humidity levels and the size of the plant and the container, you may only be adding a cup or so of water every two or three weeks.

csullivan is correct. You don't need to water the plant as if it were an active houseplant. During plants dormant phase, they do need some moisture as that is when plants are active in their root growth. However, too much moisture can inhibit the root growth, breed disease, and harm the plant.
